Councilman Troy Ephriam

Councilman Troy Ephriam, a gentleman, was born and raised in the City of Prichard, Alabama withn the Parish community of St. James Major Church. He is the son of the late Prichard City Council President and Acting Mayor, Hark Ephriam, jr. and Mrs. Shirley Ephriam-Witherspoon. He is married to a beautiful lady, Juliette Ephriam and between them, they have six children (three sons and three daughters) ages 19 to 5. He is a long time Catholic and member of St. James Major Church of Prichard and serves as lead soloist in the Church Choir. Brother Ephriam is self employed as an Environmental Consultant where he is instrumental in a number of capital projects within the City of Prichard, most notably the Alabama Motorsports Park.

He is a Class of 1988 graduate of McGill-Toolen High School, where is lettered in football and served as Junior and Senior class representative of the Student Government Association.

He attended Alabama A&M University, where he majored in Zoology and Physical Science. Upon his return home to further his studies, he attended the University of Mobile, majoring in Environmental Management and Biology and earned a Bachelor's Degree of Science.

Mr. Ephriam has served on the City of Prichard and other cities in various capacities over the last 16 years. From 1992 to 2005, he served as a governmental regulator in the Regulatory Division of the United States Corp of Engineers. He worked on numberous environmental projects, authorizing roads, wastewater and treatment facilities, utility lines, greenspace for parks, observatory nature centers, marinas, water dependent recreational facilities and HOPE VI housing reviews.

During that time, in 2000, he took the oath of Office as City Councilman, District Four, to replace the unexpired term of his father and mentor, the late Councilman Hark Ephriam Jr. His accomplishemnts of note were the elimination of the Queens Court Project Housing and the redevelopment of Pollard Park.

From 2003 to 2005, Councilman Ephriam also served as Vice Chairman of the Water and Sewer Board of the City of Prichard and helped to maintain stability during challenging times. In 2004, he was successfully re-elected to a second term and voted by his Council colleagues as the City Council President, a position he currently holds.

In hopes of furthering the growth plans of the City of Prichard, Councilman Ephriam ran for an abbreviated time for the vacated District One County Commission seat, Mobile County in 2005.

Along side Mayor Ronald K. Davis and the City Council, Councilman Ephriam has continued to bring strong leadership and reachable goals to the City of Prichard. He contributes the strong turnaround of the City to God, effective communication, commitment and unity.
